USCIS to Implement Entrepreneurs in Residence Program

Dallas, TX (Law Firm Newswire) December 2, 2011 – A new United States Citizenship and Immigration Service program places entrepreneurs and industry experts together with key USCIS personnel and in a position to help shape American immigration policy regarding immigrant investors, entrepreneurs, and skilled foreign workers within the framework of current immigrant law.

USCIS Director Alejandro Mayorkas announced the “Entrepreneurs in Residence” Initiative in October 2011 at the White House Jobs Council's High Growth Entrepreneurship Listening and Action Session in Pittsburgh.

According to Director Mayorkas, the initiative will provide opportunities for USCIS to gain much needed insight in areas important to economic growth. “The introduction of expert views from the private and public sector will help us to ensure that our policies and processes fully realize the immigration law's potential to create and protect American jobs,” Mayorkas said.

USCIS is planning a series of informational summits with industry leaders from which it plans to have industry and government personnel work side by side to implement solutions. It follows an August 2011 promotion of enhancements to the EB-5 program, one of a series planned to promote start ups and foster job creation.

“The Initiative answers the question of what the Administration can do to create jobs under current law,” said Dallas immigration attorney Stewart Rabinowitz. “How sad that the only predictable point regarding current immigration law and policy is an intractable conflict called gridlock, which requires the Initiative in the first place.”

“Informational Summits, as the USCIS calls these meetings with industry leaders, seek high level strategic input,” Rabinowitz said. “Talk, though, is cheap. We can only hope that beyond the gloss of the photo opportunities meaningful changes follow.”
